According to this article, perceptions based on ignorance and misinformation justify harmful public policy as long as it makes ignorant people all warm and fuzzy.
“Adding insult to injury, the majority found that “[i]f a ban on semi‐automatic guns and large‐capacity magazines reduces the perceived risk from a mass shooting, and makes the public feel safer as a result, that’s a substantial benefit.” Substantial benefit.
Apparently, making the public “feel safer” trumps actual constitutionally-protected rights.
And perceived safety seems to be more important than actual safety.
